Why are you reporting this puzzle?
As the roads out of Boston clogged and stopped, people trying to get out became stuck as well. Plows couldn't get through, roads got slushy and slippery, alternate routes became blocked, and traffic just stopped moving. Most of these people too had to abandon their vehicles where they were, and seek shelter, food and warmth.
