Yes, the skinny rubber may hinder beach travel, but I agree. It is cool.

It is as stated Brian, a Fiat Eden Roc. Was designed for some big wig at Fiat to shuttle guests from his hone to the beach. The interior continues the nautical theme as well. That is a teak bench seat in the back (you can see it through the door). Very rare, very cool.
