Loose dog on the Bernardo Bay Trail, San Diego, California

I was walking up the trail shortly after sunrise when this dog came trotting down the trail. She was partly behind bushes when I saw her. We both froze. Fortunately, she was light enough that, after a split second, I realized it wasn't a huge coyote 30 feet away from me. Dogs are supposed to be leashed on the River Park trails, and I make a big deal out of loose dogs at the coast, where we have spent a fortune in money and time getting a really good native plant habitat back, but all I do on this trail is warn the owner that if a ranger sees him, he'll get a $250 ticket for letting his dog run loose. This dog ran back to the owner, who leashed her, but she was so spooked she wouldn't come anywhere near me.
