When you pay the toll, if the wind is high, the give you instructions as far as speed and which lane to travel. It was not too windy. Yes, they do allow people to tour the inside. You get into the gift shop free, but then you have to pay a fee to get inside the fence to tour the yard & inside the lighthouse. We are more interested in the outside and the views around it.
