OBVIOUSLY, this is an old trestle bridge that cars were parking under (perhaps teens doing mischievous things). The road on top collapsed suddenly causing the vehicles on top to be abandoned. The police and rescue personnel required the lower cars to be abandoned as well, due to concerns of collapse. Thus, many decades later, the scene you see before you now.
