I use PhotoPlus X3, from Serif in the U.K. It has 70% or so of Photoshop's features at 1/3 the price, although this version is no longer available.
It has the same control keys as Photoshop which makes following online tutorials a breeze for me.

If you're not ready yet for advanced features like animated candle flames and flickering auras around the sun, sure; let's get started. Will the Tuscany puzzle be okay? Tutorials here will scare off your Horatio fans pretty darn quickly...
