I'm thinking it has to do with protection. As a lion will do all to protect its cubs, so our Law Enforcement officers do all to protect us. Just a thought.

Yes, Ardy, under the Lion was engraved: "The wicked flee when no man pursueth, but the righteous are bold as a lion. Proverbs 28:1" There were also lion cub statues close by. I photoed the engraving, but it did not turn out very well.
