Why are you reporting this puzzle?

BNSF 6829 has just crossed the Little Campbell River which empties into Semiahmoo Bay east of White Rock, British Columbia. It's hauling a load of Powder River Basin coal to Robert's Bank coal terminal for shipment to the far east.

Not sure those white things are people. Also, no ditch lights on implies this is rear-end Charlie.

You must have better eyes than me. I can't see anyone inside.

The head of the snake is always at the front.
Since there are two people in the locomotive that is the front,
The second locomotive is in the tail.

Your comment makes me wonder if this is the serpent's tail, because there are usually two heads. For several months now, trains heading to the USA have been stopping here. The border is beyond the string of coal cars.

The iron serpent has only one head.
