Born in Warrington to a middle-class family, his father a pawnbroker, he won a scholarship to the South Kensington School of Art after studying at the Warrington School of Art.
Woods began his career illustrating for The Graphic in 1869 alongside Luke Fildes. He first visited Venice in 1876 and, inspired by its light and life, took residence there by 1878. He befriended a circle of expatriate artists, including Whistler and Sargent, and opened a studio on the Grand Canal.
His warm, detailed portrayals of market-people and canal-side scenes earned him associate and full membership of the Royal Academy (1882, 1893).
Woods resided in Venice until his death, passing away beside his easel in 1921.
