I thought that was someone's head! It looks like the girders of a bridge behind that grill... No clue! :-)

RH, it reminds me of old sidewalk grates like the one in the movie, "The Seven Year Itch," that emitted a gust of wind that blew Marilyn Monroe's skirt up revealing her legs!
