It's relative. On Earth down is towards the ground. To the Earth and the rest of the planets it's sunward, to the sun and the rest of the stars in the Milky Way it's massive black hole at the center of our galaxy. For the galaxies down would be in the direction of the big bang, but since the universe is expanding at an ever increasing rate it don't look like anything is coming back down.
