These rays of light are called Crepuscular rays from the Latin Crepusculum meaning "twilight" as they occur most frequently in the early morning hours and late in the day. They are frequently seen shining through stratocumulus clouds which are usually below 8000 feet. Also, dust, water droplets, and fog will accent the rays and make them more visible.
