A lot of truth, to that saying! i have to agree with it. I have seen it many times, small flakes, 6 hrs later 18 inches of snow!

The snow has started coming. And it's coming in little tiny flakes. My dad always quoted old native American saying, "Big snow, little snow; little snow, big snow." So when the flakes are tiny, it will accumulate into something big. But when the flakes are big, there won't be much accumulation.
