I call it a Mexican Hat, ut Roseheather you are right it is a Prairie Coneflower. It is suppose to be a annual here in MD...but mine have come back for 10yrs now by reseeding themselves.

Google prairie coneflower. It is also called upright prairie cone flower. There was another like this a day or so ago.
