The background can easily be done in a paint program. It's a 'zoom effect'

I've seen pictures of dogs in moving cars before, and they've always used the dog itself to depict the speed, with its ears flying backwards or its lips flipped back by the wind. This is the first I've seen where the scenery itself really demonstrates that exhilarating burst of speed--I can just feel the dog's joy!

He should be on a Harley...
