Why are you reporting this puzzle?

I took this photo last week near Jacksonville, Oregon. This is one of the structures on a historic pioneer farm. I have seen a number of these towers in this area and have heard they have something to do with providing water for the home. Help me out if you know how it works.

hsrgnt39, thanks for enlightening me.

There was a tank in the tower to hold the pumped water from the windmill. Then it was gravity flow to the house. Most have been replaced by pressure system, although many towers remain standing, with windmill along side.
