Why are you reporting this puzzle?

The water pressure is greater in the drain than it is outside it. The water is then running downhill to the left. Notice how calm the water is to the right.

That's pretty bad, Don, but not so long ago, people didn't think twice about dumping waste into the larger bodies of water. I'm glad that's not acceptable any more. Thanks.

Well, in Boston the old drain system wasn't separated, so when the storm drains overflowed, they dumped sewage into the harbor. It cost a couple of billion to sort that out, but they couldn't redo all the ancient plumbing, so there are occasional issues.
