I'd almost swear that Scott Adams was stalking you Bill, but alas, you have a lot of company when it comes to innocents being micro-mangled by bureaucratic nit wits! It brings to mind the adage "Power corrupts; absolute power corrupts absolutely" which arose as part of a quotation by the expansively named and impressively hirsute John Emerich Edward Dalberg Acton, first Baron Acton (1834–1902). The historian and moralist, who was otherwise known simply as Lord Acton, expressed this opinion in a letter to Bishop Mandell Creighton in 1887: "Power tends to corrupt, and absolute power corrupts absolutely. Great men are almost always bad men." (The Phrase Finder) Unfortunately, Lord Acton neglected to include a corollary for cretins who possess just enough authority to make life miserable for handful of people. Some thoughts come to mind, but this is a generally a civil website... Of course, Plum hit the nail on the head, if only this was an Eden where we all could all frolic in the sun - the fig leaf is optional ;-)
