gnt - there are lots of neon wasps & flies that look very similar. This was labelled a wasp & was with lots of other wasp photos. I'll stand corrected if I labelled it incorrectly, but I don't believe it is a fly.

They're found in the US & Canada Meadowhawk - so they're not really tropical. They lay their eggs in the Mason Bees nest.
