Why are you reporting this puzzle?

The item which was spinning up in the air was this - a fishing lure suspended from the lowest branches of that pine tree. I timed the photograph to get a side view so I could see what it was. You can tell it's spinning because of the angle of the treble hooks; if it were at rest, they'd be dangling straight down.

The real mystery is how it got there! The limb it's suspended from is at least 3 stories in the air, and 15-20 feet back from the edge of the water. It's hard to imagine what the "caster" was doing to catch a line in that tree!

Yeah, and that's why the quotation marks around caster in my earlier comment. ☺
Some people have better opinions of their abilities than are warranted. They aren't aware of the facts you just enlightened me with.

Yeah, but: a) if you're going to practice casting with real lures, you should be doing it out in the water, since those hooks will catch on anything and everything; b) the height above ground of the limb this is hanging from is a good *length* for an average cast; and c) nobody, not even a fly fisherman, puts much height on a cast - it's all about distance.

Perhaps the "caster" was just learning. I understand there's lots of practice involved. ☺
