I did send an e-mail question to our local university extension but don't expect to hear from them until Monday. Thanks for your suggestions.

Call the horticulture department at your State College---Like the University of whatever state you are in. They will usually give you really good advice. I've called ours here in Mn. several times when varmints have done some kind of damage to my trees and shrubs and they have been great. Good luck. Rosie
Voles have completely stripped the bark from the bottom 9 or so inches. I submitted another puzzle that shows this in a close up view.
Is it bug infested? Most of the locust trees in this area are dying because of bugs.
I commented on your previous puzzle and I'm sorry to say your tree is dying as from now.It may take a while so enjoy while you can.
