To me it looks like a very elderly lady. I suspect they're shaving her head to make it easier to care for her. You can see the long, scruffy white hair that's being removed.

I was thinking that the darker areas on the side of his jaw are (or were) the spot for a beard. Hard to say, ladywil.

The more I look at this, the more I wonder if what's being done is part of professional make-up and grooming for a part in a movie or play. Were there such "monsters" in some of the Lord of the Rings films or others of their sort? Whenever I've seen a barber working in an "ordinary" barber shop, I've seen electric clippers, not a straight razor ...
