This is not a tabacco barn but a beauty of a find warbler...
Well I may as well put my 2 cents in LOL No tobacco barn is even built like this.....ask me I had a tobacco farm one time in S C .....Have seen tobacco barns in Virginia and Kentucky none like this one LOL...Hay Yes....top is a hay loft.......now that I have said my piece ...warbler great photo of a great old barn and thank U for sharing .... :)))

This is a hay barn. A tobacco barn is open so the leaves can dry and not mold. It is more of a slat barn with lots of spaces for air to circulate through it. Nice shot Warbler.

I think Carl6 is correct. Our barn has a large door on top for loading hay into the hay mow. Nice photo
Perhaps the steps are inside.
It could be a door to unload high loads of hay or tobacca,being virgina an all.
My uncle's barn had a large second floor with no steps. Just a row of 2x4s nailed horizontally between a set of studs in the wall, and a square hole in the floor through which to climb up. We called it a hay mow, but most people call it a hay loft.
