Michelle, did this last summer. Wildflower from the Island Park area of Idaho. Yes, the frame is stainned glass, you can choose glass color and lead color and size of glass and lead. Then put an outer glow using the same blue as the lead color and then embossed using a soft emboss. Also the flower layer has an outer glow that is white with increased "noise". You have to be in a layers mode to use some of the filters, you cannot be in "background" which is what happens when you "flatten" an image. I usually never flatten an image unless I have a good reason. Hope this helps.
