Why are you reporting this puzzle?

The fifteen-star, fifteen-stripe flag is a relic of the years during which each new state got a new star and a new stripe in the national flag. Soon the practice was changed, and the stripes went back to the original 13 while the stars continued to be added for new states.

This version of the flag happens to be the very one that Francis Scott Key wrote "The Star-Spangled Banner" about - the flag hoisted over Fort McHenry during the war of 1812 was the fifteen-star fifteen-stripe flag (added stars are for Kentucky and Vermont).
