Looks like telephone or wrapped electric wires entering from right and into a a gray-brown conduit on face of turret. I vote that it is inhabited.

I know the photo is taken in France among some other areas destroyed by the war, but I don't know which war. I am curious as well but no other information was disclosed.

I agree -- lived in. One of the windows looks like stained glass of a spider, and I'm wondering if the green strings on the balcony are a hammock.

Lulu poses an interesting question. Is it, or is it not still livable?
TG - this is a fabulous puzzle. I really would love to know more about this mysterious place. It's just wonderful!

What a very fascinating place!! I think someone is still abiding here...the roof, eavestroughs, downspouts, chimney, and windows all appear to be in good shape and functional. The steps aren't overgrown. The railings and posts, wonky in a most creative way, look sound and supportive. The nest above the steps probably belongs to a stork kept by the wizard who is overlooking from the tower window... Think he'd invite us in?
